The browsing history feature requires the target user to do the browsing in the default phone web browser, and in the general browsing mode. So please make sure that the target user is not using a third party web browser for browsing.

Moreover, also make sure that Incognito or Private browsing mode is not in effect. This mode does not create any history logs on the device, so there will be no logs for the application to capture and therefore no data will upload.
